I just got one and would like some help.

I set it at .7v and put in 4 aaa batteries to discharge. The lights turn off and when i use a multimeter to check my single batt, it reads 1.12v

Is that normal?

As soon as the cell reaches .7v the discharger will stop discharging. The resting voltage will rise after the current is no longer being pulled from the battery. It is perfectly normal. Test voltage when the light is on, and then pull the battery and test it, you will have significantly more voltage when there is no current draw.
