the 3.3v orange wire rated at 14 amps will give up to 14 amps of current. that doesn't mean that it will always give 14 amps...look at that wire as a li-poly battery rate at a certain amps...it won't always deliver that current(in fact you would need a crazy hot motor to do that!)it depends on the motor you put on there to break-in...for example a k xspeed draws about .6 amps so if you hook it up to the power supply it will only draw .6 amps from the supply assuming there is no load.
with charging though you must be careful because the wire delivers all the current to the batteries(it almost acts like a short!)
I'm sure you can use it just be very careful with shorting the wires(that power supply can go up in smoke!)
Most chargers use a small power supply...for example my lithium-ion charger's power supply is rated at 12v at 300mah(its particularly slow)
