Square CLK front rims seems to be a bit loose.....

Just got my Square CLK alloy rims yesterday and I fitted them onto the Z. I've tighten the wheel nuts according to the Mini-Z instruction manual..... and the front wheels seems to be a bit loose. Is it normal or do I have to tighten it more? I've got Kyosho ball bearings in the wheels.
Haynes Manual: Lightly...
Reality: Start off lightly and build up till the veins on your forehead are throbbing then re-check the manual because this can not be 'lightly' what you are doing now.
What happens if you put the bearings on the axle on their own are they loose?
Do you the bearings fit well in the wheel hubs?
Did you have this problem with your plastic rims?
Did you have these bearings in the plastic rims?

The bearings actually fit onto the axle quite well. It doesn't seems to be loose.
The bearings are actually quite loose in the wheel hubs.
I didn't have this problem with the plastic CLK rims.
I did have the bearings in the plastic rims before I took them off and put them on to the alloy rims.

I haven't tried putting on the stock bushings since I've gave them to my cousin's Z as spares. However... the bearings are true Kyosho bearings.
Thankyou so much to both of you trying to locate the problem for me.
After answering butler's questions, please correct me if I'm wrong........I think the problem comes from the hubs.... they are a little bit too big and the bearings always drop out when I remove the wheel.
