Anyone can if they put your mind to it. Go get a 1/24 or 1/25 model and have at it!!

I've done a few, you can see them on my site. Ken Mifune has some REALLY nice models too. There are a few pics of his in the "Rides" section.

from this question, I'll make the assumption that you've never built a model car before. They're plastic. You need to find the ones that fit, or make them fit. Read thru the fora, alot has been said on this topic complete with pictures.
