I found a great source for both clear and white background decal film! Go to http://www.bare-metal.com/ and click on the "decal items" button. They sell the sheets of decal material, a spray that is applied over the printing so that inkjet ink won't run, and full instructions.
It's a little pricey at $7 for 3 sheets of 8.5x11 though. I would figure that the 10 packs of generic decal paper for $20 would be cheaper and just use their directions.
It's waterslide decal paper... print out what you want to use as a decal from an ink or laser printer, paint over it with the spray sealer, cut out the decal, put them in water and wait for them to seperate from the paper, apply the decal to the car and blot with a paper towel and you're done.
